New French Language Requirements for Residency & Naturalization (Effective 2026)

Alliance Française de Delhi would like to inform all students and aspirants planning to study, work, or settle in France about the updated new French language requirements for residency and naturalization, effective 1st January 2026.

The French government has introduced stricter language proficiency and civic knowledge requirements to strengthen integration and ensure better participation in French society.

🇫🇷 Updated Language Requirements (CEFR Levels)

Under the new regulations, applicants must demonstrate French proficiency according to the Common European Framework of Reference for Languages (CEFR):

  • Multi-year Residence Permit (Carte de séjour pluriannuelle):
    ➤ Minimum A2 level (Elementary)
  • 10-year Resident Card (Carte de résident):
    ➤ Minimum B1 level (Intermediate)
  • French Citizenship / Naturalization:
➤ Minimum B2 level (Upper Intermediate)

This marks a significant increase, especially for citizenship, where the requirement has moved from B1 to B2 level .

📝 Mandatory Civic Examination

In addition to language proficiency, candidates must now also:

  • Pass a civic knowledge examination
  • Demonstrate understanding of:
    • French values and principles
    • Institutions and governance
    • Society and daily life

This exam has become mandatory for residency permits and naturalization applications .

📜 Accepted Certifications

Applicants can prove their French proficiency through recognized certifications such as:

  • DELF (Diplôme d’Études en Langue Française)
  • DALF (Diplôme Approfondi de Langue Française)
  • TCF (Test de Connaissance du Français)
  • TEF (Test d’Évaluation de Français)

🎯 What This Means for Students

These new requirements highlight the importance of:

  • Achieving higher proficiency in all four skills (listening, speaking, reading, writing)
