We are committed to exploring the complex relationships that exist between states and their citizens. When a state fails in its responsibility to protect its population from genocide, war crimes, crimes against humanity and ethnic cleansing what are the responsibilities of the international community to intervene first diplomatically and then militarily? Does this contradict the nature of national sovereignty? How do the rights of man function within the constraints of the state?
